Historical context
''As to improvement in equipment, the greatest improvement contemplated is in the automobile shop and mechanical laboratory. In addition to the regular four-year college courses, the School of Engineering has recently been authorized by the Smith-Hughes Act to give trades courses for the making of mechanics and such other tradesmen as are needed in the State of New Mexico. These courses are below college grade and are entirely distinct from the college technical courses. They lead to a certificate as a qualified journeyman rather than to a professional degree expert automobile mechanics.''
