''Agricultural Colleges in the United States owe their existence to an act of Congress approved July 1, 1862, by which from donation of public lands, they are liberally endowed. Without reciting this act in full, its provisions include the following: Section I donates to each State, for the endowment of an Agricultural College, 30,000 acres of land for each Senator and Representative in Congress.''
